Front matter: order of print & braille pages

Hi all. We have a book with a page order quandary. Both the Foreword (print pages V-VI) and Preface  (pages VII-XVI) precede the Table of Contents (pages XVII-XXI) in the print edition.

The first item listed in the Table of Contents is the Foreword, way back on page V. We generally would call the Foreword the "first text page." However, we do not call a Table of Contents "text pages." Thus the quandary.

Possible solution: Today, we're encouraged to "follow print" whenever possible, which in this case means following print page order. If this is the correct procedure, then all of the Roman pages mentioned above would carry the preliminary page numbering, and the Roman print page numbers. The "first text page" is then not the Foreword, but the start of Chapter 1 (print page 1, braille page 1), which immediately follows the Table of Contents.
