    In the guideline for footnotes, BF2016 says that a blank line should be left before a page change indicator to reinforce a change in context e.g., if a footnote's runover begins in the same cell as a new paragraph after a page change indicator.

     

    If a footnote that comes before a page change indicator has no runover and the text that follows the page change is the continuation of a vocabulary list from the previous page and is a new word beginning in cell 1, can I stretch that guideline and leave a blank line between the footnote and the page change indicator to reinforce a change in context?

    The note's runover position is still cell 3 even if there isn't any text there. There is no need for a blank line.
