    How do I format this attached chart? Change to a list format with a transcribers note, or should I do a tactile graphic? The problem I'm having is with the different sized headings.

    There are no rules that really cover this.  My suggestion would be to do a simple tactile graphic to show the progression of the large concepts (the larger headings only) and then list the rest of the material.  A well-written transcriber's note could also be used to explain the progression (if a tactile would not be the first choice for whatever reason).  Either way, use list format for the main parts of this text.
