Hi, I am looking at 7.2.1e in Formats. It states that no blank line is to be left between a heading, figure, source citation or directions and the top box line.  In the example on page 7-11, a blank line is left under the directions before the box line.  Is this an inconsistency or am I misinterpreting something. The directions in the example appear to relate directly to the the words in the box so why would a blank be required here.  Thank so much.   Cindy

Because the directions apply to BOTH boxes (and not just the one that follows the directions, the blank line is required.
