formatting directions

    I would like some advice on how to format the attached example of instructions relating to itemized material but with information placed between the two.

    Thank you for the question.

    I suggest you treat the information that begins "All of the used hardcover books ..." as displayed literary material.

    The attached file shows the formatting I suggest. Many of my decisions for this example are based on material from BANA's document Application of the Formats Guidelines 2011 to Nemeth Transcriptions.

    Thank you for your suggestions, Kyle.

    I understand that you are treating the informative paragraph as displayed material and that the Provisional Guidance/Formatting states,  " 7. Follow Formats for displayed literary text ..."  requiring the blank line before and after the displayed material.

    But item #7 is followed by " 8. Instructions are transcribed in 5-3 (follows Nemeth formatting rules)." and from the Nemeth code book, page 194, "Instructions which apply to a group of problems .... There must be a blank line above such instructions, but not below."

    So how to decide which guidance to follow?  Is it appropriate to say that Formats guidelines supercede Nemeth rules in this case, leading to the insertion of a blank line after instructions?

    I think I must say that, in this case at least, Formats guidelines that apply to the displayed literary material and require a blank line before it do trump Nemeth formatting that says a blank line should not follow instructions.
