This seems to have been taken from a section of the textbook where "Map and Globe Skills" are being taught. The reader would not be able to answer the related questions. I would not say that all road maps must be done as a tactile―sometimes a combination of a transcriber's note explaining part of the map, and a simplified version would suffice. In this case, I would be inclined to reproduce the map, (or at least one of them, if a series of maps are used throughout this section of the textbook). This would involve an extensive key to list the names of streets and points of interest, and it may take several pages to show the map, but the reader is then able to fully participate with the rest of the classroom.
