Where should the blank line go?

Hello, Cindi

Please help me in the following format problem. I am not sure where the blank line should go:

Complete each conversion table.
1. -------------------------------------------
(table)
----------------------------------------------

a. should it go between the top box line and number 2?
b. should it go between the instruction and the number 1 and there is no blank line between number 1 and the top box line.

I assume the number 1 applies to the table in the box (and that there is also a number 2 ... and maybe more).  If that is the case, the blank line would follow the directions.  Is the 1 outside the box in print?  If it's on the top line of the box, I would put it inside the box with the table...but if not, then follow print.
