Yes, you are correct about 8.3.5d - an item in a simple list should not be divided between braille pages...if it requires a runover, the whole item should be moved to the next braille page.
8.3.5b says that a list may begin on the 24th line of a braille page as long as it fits on one braille line. That leaves the 2nd item in the list on line 25.
8.3.5c just says that you may not BEGIN a list on line 25...there must be at least two list items on the braille page.
I do not see 8.3.5b and 8.3.5c as contradictory.

Put the menu items (using emphasis as shown in print) in 1-5 and then put the personal column in 3-5 and the calzone/stromboli column in 3-5. Do a TN explaining this change to the print format.

My answer (I copied your main question from the attachment): Yes. The source still requires a blank line following it if it is followed by a paragraph.

claurentParticipantI'm attaching the document with my comments, but basically with UEB you should follow print...that includes for spacing, punctuation and roman numerals. After saying that, know that agency decisions can be made to do things differently. But with the onset of UEB, following print is one of the main philosophies.

You do show the fact that new pages begin by doing what you are already doing, adding the print page turn line with no number. It sounds like you are doing everything just right.

claurentParticipantBANA is currently working on guidelines for early learning materials.
The transcriber can decide to not include any emphasis that doesn't add any meaning...so if you feel the text adequately explains things, you do not need to include it. Without seeing your print, I can't answer this definitively.

claurentParticipantFormats allows for the removal of emphasis on single letters - you can leave it off. Especially if this is for lower grades.
